Garissa County Steering Group early-warning portal
One trilingual map for flood risk, forecasts and coordination.
A map-first, trilingual (English, Kiswahili, Af-Soomaali) portal for county disaster coordination: El Niño 2026 flood scenarios, River Tana and Seven Forks forecasting, an "Am I at risk?" location check, health and WASH risk, and two-way emergency reporting. An optional Gemini assistant can drive the map.
The problem
Flood warnings reached communities late, in one language, and spread across many agencies' documents.
What we built

Brought county boundaries, UNOSAT flood extents, laghas, schools, health facilities, boreholes and camps into one GIS pipeline.

Built a FastAPI service for forecasts, a Tana stage model and a Monte-Carlo rainfall ensemble.

Delivered a React and Leaflet portal in three languages, published as a static site that works on low bandwidth.

Added a Gemini function-calling assistant that toggles layers, zooms and simulates floods, with a rules-based fallback when no key is set.
